In Michigan, a judge will have discretion to deny your DUI expungement application if he/she doesn't believe that you've been fully rehabilitated from your past offense. The judge may be concerned that you're not deserving of having a clean record. This is a harsh take, but it's allowed under the drunk driving expungement law.
